AUDITED 2026-09-01 - 1/16 to 3/16, grade REMAINS F and is now evidence-backed rather than assumed. C6=1: BIA Act Cap.137 published in full, mandate and ownership public, but NO board member or director is named anywhere. C7=1: mission, vision and a Private/Public Market split published, no allocation figures. C8=1: BIA is a live SEC registrant (CIK 1599887) and filed an own-name SC 13G in 2021 disclosing an exact position and its ownership chain - we had missed this entirely. NOTABLE: the opacity is statutorily entrenched, not neglect - s.12 of its Act makes disclosure by any officer a criminal offence (fine and up to 3 years). s.23's heading says 'publication' but the operative text requires submission only to the Sultan in Council - a trap for anyone scanning section headings. Brunei's own Statistical Yearbook explicitly excludes BIA from national finance statistics.
