AUDITED 2026-09-01 against EIA's own documents - grade F(1/16) to D(5/16). Genuinely opaque on money (no financials, no AUM, one publication ever) but NOT opaque overall - we conflated the two. C6=2: governing law cited (Federal Decree Law 4/2007 as amended by 13/2009), federal ownership stated, all nine directors named with bios. C7=2: Inaugural Report p.18 'Asset Allocation Limit Framework' gives min/max bands for eight asset classes (Public Equities 15-35, Fixed Income 10-30, Hedge Funds 5-25, Private Equity 10-25, Real Estate 3-12, Multi Asset 5-30, Cash 0-10, Risk Hedging 0-20 percent). C4=1: strategic portfolio named (du, Etisalat, Emirates Post, Emirates Transport, Al Masraf) but no complete holdings. CAVEAT: that report's content ends at 2014 and remains EIA's sole publication.
